The Dhelk Dja 3 Year Action Plan 2023-25 is being delivered under the Dhelk Dja Agreement and includes 17 high-level actions, and more than 100 supporting activities.

The Action Plan was developed by Aboriginal communities across Victoria and endorsed by the Koori Caucus and Dhelk Dja Partnership Forum. Government partners participated in an agreement-making process which outlines their commitment to implementing the Action Plan.

Actions in the Plan are aligned to the five Dhelk Dja strategic priorities:

  • Aboriginal culture and leadership
  • Aboriginal-led prevention
  • Self-determining Aboriginal family violence support and services
  • System transformation based on self-determination
  • Aboriginal-led and informed innovation, data and research.

Many of the actions under the Plan, such as those related to Aboriginal-led prevention are already underway.

Eleven Dhelk Dja Action Groups will develop Regional Action Plans to drive local and regional action and partnerships between Aboriginal communities, Aboriginal services, government, mainstream services and the broader community to prevent and address family violence.

The Action Plan enshrines the principle of Aboriginal self-determination to reduce family violence and deliver better outcomes for Aboriginal people in Victoria.
